Disabling project overrides is not stable because handleOverrideToggle(false) clears overrideCacheRef immediately, while the sync effect still reads stale projects data that contains overrides and turns projectOverrideEnabled back on before refreshProjects() finishes. In slow/failing refresh scenarios this can leave the toggle effectively undeletable and continue applying project-specific runtime settings after the user turned them off.

Adds a new Settings → Runtimes section with global + per-project runtime enablement and default runtime controls, and wires those settings into workspace creation so disabled runtimes disappear and selections auto-adjust.
